The Invitation to Tender (ITT) documentation for the design, build and operation of an airport on Prosperous Bay Plain, St Helena has this week, been issued to the three pre-qualified contractors:-

ISSUE OF INVITATION TO TENDER DOCUMENTATION
The Invitation to Tender (ITT) documentation for the design, build and operation of an airport on Prosperous Bay Plain, St Helena has this week, been issued to the three pre-qualified contractors:-
- Basil Read /Mott Macdonald / Kwezi V3 / Regional Airports Ltd
- Grinaker-lta / Arup / Serco
- Group Five / Incat / Lanseria / WSP
The ITT essentially defines what St Helena Government, as the “Employer” wants and has been produced following intensive teamwork between Atkins, DFID, the Access Project Team on island and the Executive Council. This culminated in the recent ‘walk through’ presentation to Executive Council Members via SHG’s video teleconferencing facility over two days.
The ITT comprises the following:-
Volume 1: Instruction to Tenderers - instructs Tenderers as to how to respond to the ITT and sets out the design concept and the principal features of the contract.
Volume 2: Conditions of Contract – contains the detailed terms and conditions of the contract.
Volume 3: Employer’s Requirements - describes in technical language the design concept. Tenderers are requested to submit a fixed price against this concept. The Contractor will have to develop the detail of the design as the first task upon contract award.
Volume 3 also contains the performance specifications required for the Operation of the Airport.
Volume 4: Tenderers’ Returns - contains the forms through which Tenderers return their design and price and supporting financial and legal information concerning their proposed organisation.
Volume 5: Information Memorandum - provides supporting information (such as previous studies/reports) to assist Tenderers in putting together their tenders.
The issue of the ITT documents is a major milestone and a clear indication that SHG and DFID are delivering on the commitment to the development of air access for St Helena.
The contractors are expected to submit their tenders by January 2007 and although the ITT documents are commercial-in-confidence, the public will be updated on main issues and progress throughout the coming weeks.
