Flag Flying at Half Mast

Governor Gurr has instructed that the Union Flag be flown at half mast at the Castle in Jamestown. This is in respect of the sad passing of Mr John Newman OBE, of ‘Gray’s Inn’, Napoleon Street, former Speaker of the House, former Chief of Police and Lay Advocate.

Modernising Social Security

The St Helena Government is keen to modernise its system of social security, which supports over 800 people on the Island primarily through provision of benefits, which are quite similar to a state pension, and free health care.

The overall aim is to have a social security system which meets the current and the future needs of the Island. To help with this work, Alan Thompson, Finance Welfare Advisor, is arriving this month to work with officials and other stakeholders to look at ways in which the system can be improved.

DFID on Island

The team from the Department For International Development arrived today, 14 January to enter into discussions with Councillors and officials from the St Helena Government.

Overall discussions are to focus on the funding St Helena has requested in order to deliver services and take forward initiatives in some key areas such as infrastructure and tourism over the next three years. There will also be discussion on progress the Island has made to date and plans the Island has for the future.

The team has a full programme of meetings to attend between now and 20 January when they are due to leave the Island.

Much of their time will be dedicated to meetings with the newly formed Council Committees, i.e. the Finance and Economy Committee, the Civil Society, Tourism and Leisure Committee, the Infrastructure and Utilities Committee, the Health and Social Welfare Committee, the Access and Transport Committee, the Education and Employment Committee, the Natural Resources, Development and Environment Committee and the Home and International Committee.

In addition, the team is meeting with the Chamber of Commerce and the St Helena Development Agency Board because of their interest in private sector development.

The visit is to conclude with the signing of an aide memoire by Governor Gurr on behalf of the St Helena Government and Malcolm Geere on behalf of the Department for International Development. This will set out the key issues discussed although the document will need formal approval from both the Executive Council on St Helena and DFID Ministers.

Members of the team include Malcolm Geere, Head of the Overseas Territories Department in DFID; Richard Haviland, Programme Manager for the South Atlantic; Eddie Palmer, DFID Representative; Caterina Alari, Governance Advisor; Garth Armstrong, Economic Advisor; and Anna Miles, Social Development Advisor.

New Years Honours

It gives me great pleasure to announce the award of an MBE to Mrs Kedell Worboys, in recognition of her ongoing services to St Helena and its people.

Kedell started working for SHG in July 1981 as a Trainee Clerk in the Audit Department. Then, in February 1987, she moved to the Treasury and by January of 1989 she had been promoted to Chief Clerk in the Development and Economic Planning Department. She was later promoted to Chief Development Officer where she played a pivotal role in securing funds for development aid funded projects.

Kedell also served as a Director of the St Helena Development Agency Board, and as the Government Representative on the Board of Directors for the St Helena Fisheries Corporation while working as Chief Development Officer.

After serving as Head of Department for eight years, Kedell resigned from the St Helena Government in June 1999 to take up residence in the UK and during the following year was appointed to her current position as St Helena Government UK Representative. We on St Helena continue to benefit from her knowledge and understanding of the Island and its people and from the network of influential friends and supporters she has built up for the Island.  She is indeed, a true ambassador who works tirelessly for the Island and its people.

The job sees Kedell travelling in and out of the UK to represent the Island at various conferences and events where she lobbies for support for the Island.  Kedell also plays a key role in promoting the Island as a tourism and investment destination despite our physical isolation. She is also heavily involved in international recruitment and selection of personnel for high level posts on the Island. In addition, she gives advice and assistance to prospective employees and visitors to the Island, and she supports St Helenians who travel to the UK for medical attention, official business and overseas training and development.
