ASCENSION ISLAND GOVERNMENT

 

Vacancy: DIRECTOR OF RESOURCES

(Note: This position was previously that of Director of Financial Services – this is not a new post)

An exciting opportunity exists for a person with the right mix of technical and political managerial skills to make an important contribution to the development of this small British Overseas Territory in the South Atlantic Ocean. Experienced in change management and different models of service delivery, the successful candidate will be a dynamic and self-motivated individual with the practical ability to generate meaningful strategic and financial information and advice at a senior corporate level and to help drive forward a programme of change.

 

The JOB

  • Leading and managing all resource activities of Ascension Island Government including corporate and management accounts, cash office, payroll, income and property tax, mail and philatelic sales, and strategic management of a range of other government services.
  • Preparation of the annual accounts on a full accruals basis, broadly following UK GAAP compliant with local legislation.
  • Preparation and control of management information for the revenue account and the capital budget with a turnover in the region of £6m.
  • The provision of comprehensive financial management advice and guidance to the Administrator and other senior managers with regular reporting to key stakeholders.
  • To take forward as part of the senior management team, a programme of dynamic change within the government’s activities aimed at enhancing effectiveness, efficiency and value for money.
  • Ex-officio member of the Ascension Island Council which advises the Governor on matters of policy and legislative changes. Chair of the Island Council’s Finance Committee.

 

The PERSON

  • CCAB qualified accountant, preferably with experience of both public and private sector accounting.  Experience gained in a small/medium sized local authority would be a distinct advantage.
  • Experience of change management at a senior corporate level.
  • High level negotiation skills.
  • Ability to communicate and participate actively in Ascension Island Council meetings.
  • Strong leadership and communication skills including credible report writing ability.
  • Experience of valuation, revenue assessment and collection would be an advantage.
