The following was discussed by the Island Council at the meeting held on 21 October 2004:

Land Planning and Development Control Ordinance

In the light of previous discussions relating to the Land Planning & Development Control Ordinance, Council endorsed the final draft document, subject to a small number of minor amendments.

Copies of the Draft Ordinance and the proposed amendments are available from the Clerk of Council upon request, in either hard copy or electronic form.  Members of the public and Organisations are invited to submit comments by 10 November 2004 to the Clerk of Council (tel no 7000 x 102 email: sandra.benjamin@ascension.gov.ac).

Draft UNESCO International Convention on Anti-Doping in Sport: Extension of UK Ratification to the Overseas Territories

Council was asked to consider whether it wished to commit, in principle, to accepting the extension to Ascension Island of the UNESCO International Convention on Anti-doping in sport, once it is finalised, and if there were any comments on the draft for submission to the Foreign Office.

Council agreed with the principles of the Convention but felt that much of it was not relevant to Ascension, nor was Ascension in a position to instigate a regulatory regime at this stage.

The Administrator would write to the Foreign Office and advise Council’s views.

CTBTO: Ascension and Extension of the Facilities Agreement to the Overseas Territories

Council agreed to extend the Facilities Agreement to Ascension Island.

This establishes a tax free status for the Comprehensive Test Ban Treaty Organisation (CTBTO) on Ascension Island, in accordance with the decisions taken in other Overseas Territories.

Sandra Benjamin

Clerk of Council
